How to Submit Someone for a STEP Promotion

IN PROCESS - HELP - WE NEED INFORMATION. WE HAVE HAD SEVERAL REQUESTS FOR INFORMATION ON HOW TO SUBMIT SOMEONE FOR A STEP PROMOTION BUT AS OF NOW, DON'T HAVE ANY EXPERIENCE WITH THIS. DOES ANYONE HAVE INFORMATION TO CONTRIBUTE? EXAMPLES? WHO CAN SUBMIT SOMEONE FOR A STEP PROMOTION, WHO IS ELIGIBLE, ETC.

A generous reader contributed this example of a STEP application with the comments that it was an example STEP package used by AFISRA. Currently, it is unknown if it was a winning package at that level, but it did get the nod from a Wing up to that level. AFISRA_STEP_example.xfdl
