Civil Air Patrol (CAP) Awards


Major Herbert D Mullins distinguished himself by meritorious service while serving as Reserve Forces Deputy Director, Detachment 4, Civil Air Patrol, Dobbins Air Reserve Base, Georgia. During this period, the outstanding professional skill, leadership, and ceaseless efforts of Major Mullins resulted in major contributions to the effectiveness and success of the Detachment's Civil Air Patrol mission. He conducted the North Dakota Staff Assistance Visit (SAV) with impartial precision and dedication, elevating and enforcing operational standards and facilitating safety and readiness. Moreover, his expertise as an evaluator for the Missouri and Kansas Squadron SAVs significantly bolstered squadron awareness of their capabilities and limitations, and left the unit poised for operational success. Further, his pivotal role in evaluating exercises across the Kansas, Iowa, and Nebraska wings further showcased his unwavering commitment to the aviation community. Finally, he led the evaluation team during an Iowa Search and Rescue Exercise (SAREX), ensuring meticulous evaluation and growth, enhancing readiness and response capabilities. The distinctive accomplishments of Major Mullins reflect credit upon himself, the Civil Air Patrol and the United States Air Force.




Colonel Frank J. Winfield distinguished himself by meritorious service while serving as Commander, Alaska Wing, Civil Air Patrol. During this period, as the Commander of the Alaska Wing, Colonel Winfield identified and recruited a highly capable and effective headquarters staff to sustain the support of subordinate units and missions in the field, contributing to five new squadrons becoming chartered. In addition, he coordinated with the Alaska Air Coordination Group, the Alaska State Emergency Coordination Center, and the command staff at the 611th Air Operations Center at Elmendorf Air Force Base to advocate for and secure a seat for the Alaska Wing among each of these august bodies. His foresight and leadership enabled a successful transition to the Wing Banker Program, the Operational Resource Management System, and the Consolidated Maintenance Program, with special consideration for the Alaska Wing's professional maintenance facility. Finally, Colonel Winfield worked tirelessly to ensure his personnel had the resources required to maintain readiness for Search and Rescue, Disaster Relief, and other missions to maintain the safety and prosperity of the citizens of America whenever the Alaska Wing was called upon. The distinctive accomplishments of Colonel Winfield reflect credit upon himself, the Alaska Wing, the Civil Air Patrol, and the United States Air Force.




Master Sergeant Christopher V. Greene distinguished himself in the performance of outstanding service while assigned as the Deputy Commander for Cadets at the Hernando County Composite Squadron, Group 3, Florida Wing, Civil Air Patrol. During this challenging assignment, Sergeant Greene assisted the past six unit Commanders with the development and progression of the unit's Cadet Program, increasing cadet membership from only three cadets to over forty within only two years. In addition, due to manning shortages, he filled multiple roles and responsibilities including instruction on Aerospace, Character Development, Drug Demand Reduction, Finance, Leadership, Supply and Logistics Activities, and Testing. Further, Sergeant Greene revived the unit's Color Guard and supported many local community events in the Tampa Bay area, including a pre-game presentation of the Colors at a Tampa Bay Buccaneers game. Finally, he supported nearly all unit activities to include cadet activities, Emergency Service and SAREX activities, AirFest events, Color Guard Academy, and a Florida Wing (FLWG) camp. The distinctive accomplishments of Sergeant Greene reflect credit upon himself, the Florida Wing, the Civil Air Patrol and the United States Air Force.




First Lieutenant Robert F. Langley distinguished himself by outstanding achievement as Chief Donut Procurement Officer and Security Manager of Cadet Operations, Virginia Wing, Civil Air Patrol, U.S. Air Force Auxiliary, East Coast Wing, Camp Pickett, Virginia. In this important assignment, Lieutenant Langley maintained the Virginia Wing, Civil Air Patrol morale and key operating status by tremendous attention to detail and constant monitoring of the critical 'Pink Sprinkle Donut' which is key to unit morale, and prescribed for 'unit readiness' by the Chairman of the Joint Chiefs of Staff, General Mark Milley. General Milley remarked 'If not for Lieutenant Langley's ability to find, procure, protect and distribute these critical morale tools, the Virginia Wing of the Civil Air Patrol would not be able to get off the ground, and would be the problem that the NC Wing of the CAP continues to be for the United States Air Force - a giant black hole and an ongoing sucking sound. The distinctive accomplishments of Lieutenant Langley reflect credit upon himself, the Virginia Wombats, the Civil Air Patrol and the United States Air Force.
