Master Sergeant Julie K. Potter distinguished herself by meritorious service while serving as Battle NCO, Joint Forces Headquarters, Nebraska National Guard, Lincoln, Nebraska. During this period, Sergeant Potter's outstanding leadership as Battle NCO was vital to the success of the Domestic Operations mission for the State of Nebraska. Hand selected for this important assignment, she was certified as the first enlisted Air Force instructor from Joint Forces Headquarters for the National Guard Reaction Force and was instrumental in training 745 Airmen and Soldiers in pressure point control and defensive tactics. Moreover, she helped re-write the Joint Operation Center standard operating procedure which improved processes and set new standards. Additionally, she served as a primary focal point for information gathering and documentation in the Joint Operations Center for a full-scale Domestic Operations Terrorist Threat exercise which integrated Air Force Fire Fighting ground personnel with rotary wing Army Aviation assets and bolstered the readiness of the Nebraska Wild Land Fire Task Force. Further, she supported three other training exercises which prepared her to expertly manage the state's response to Hurricanes Harvey, Irma, and Maria, meticulously tracking 190 Soldiers and Airmen, 10 vehicles, 65,000 pounds of equipment, 11 rotary wing and five fixed wing aircraft in four locations across the state. Second Lieutenant James H. Hendricks distinguished himself by outstanding achievement while serving as Chief of Domestic Operations, 234th Intelligence Squadron, 195th Wing, Beale Air Force Base, California. During this period, Lieutenant Hendricks skillfully managed and led the Unclassified Processing Assessment and Dissemination Cell during the 2020 California fire season, providing intelligence support to over twenty fires for the California Department of Forestry and Fire Protection and the United States Forest Service. In addition, while supporting the Joint Forces Headquarters-California, he identified and eliminated a critical flaw in a domestic operations contract that cost the California Air National Guard one thousand dollars for every take-off and landing of the MQ-9. Further, Lieutenant Hendricks' foresight, planning, and coordination led to the unprecedented activation of over one thousand Air National Guard members across five Wings to support civil unrest operations. Finally, he established an intelligence analysis support initiative in support of the Distributed Ground Station two Mission Defense Team, exploiting organic capabilities and optimizing response efforts. Staff Sergeant Harold E. Gilliam distinguished himself by outstanding achievement while serving as Operations Management Journeyman, 113th Civil Engineer Squadron, 113th Wing, Joint Base Andrews, Maryland. During this period, the professional skill, leadership, and ceaseless efforts of Sergeant Gilliam resulted in major contributions to the effectiveness and success of Air National Guard Operations Management Programs. His expert knowledge, technical expertise, and situational awareness enabled him to initiate and operate the Unit Control Center during training and Domestic Operations in support of mission readiness exercises and real world events. Moreover, as an Operations Management Journeyman, he executed the inventory and storage of over 120,000 dollars in critical Unit Type Code assets, leaving the unit poised for any eventuality. The distinctive accomplishments of Sergeant Gilliam reflect credit upon himself, the 113th Wing and the United States Air Force.
Staff Sergeant Kevin S. Philippi distinguished himself by meritorious service while serving as Flight Chief, 147th Security Forces Squadron, 147th Attack Wing, Ellington Field, Houston, Texas. During this period, Sergeant Philippi made arrangements for and scheduled approximately 1,400 personnel from federal, state, and local entities to participate in PATRIOT SOUTH 20, a Domestic Operations (DOMOPS) training exercise sponsored by the National Guard Bureau at multiple locations including the Combined Arms Combat Training Facility (CACTF) at Camp Shelby, Mississippi, the Gulfport Combat Readiness Training Center (CRTC), Mississippi, Camp McCain in Grenada County, Mississippi, and Guardian Centers in Perry, Georgia. His foresight ensured effective, secure joint communicatons and clear lines of command and control, resulting in the most integrated and productive joint exercise in over ten years. The distinctive accomplishments of Sergeant Philippi reflect credit upon himself, the 147th Attack Wing and the United States Air Force.
