Staff Sergeant Fernando S. Costas distinguished himself by meritorious service as Fuels Distribution Supervisor and Fuels Service Center Controller, 355th Logistics Readiness Squadron, 355th Mission Support Group, 355th Fighter Wing, Davis-Monthan Air Force Base, Arizona. During his tenure in this important assignment, Sergeant Costas established himself as the indispensable backbone of fuels distribution. He issued more than 3.5 million gallons of aviation fuel to 16.7 thousand home station and transient aircraft without a single delay or safety incident. His diligence and attention to detail led to his selection as the lead Fuels Service Center controller where he flawlessly directed the issue of 141 million gallons of aviation fuel to 17.2 thousand aircraft. In addition, Sergeant Costas completed meticulous quality reviews on 30,000 transactions, thus ensuring a complete and accurate audit trail for the 31.5 million dollar fuels account he managed. Finally, while deployed in support of Operations ENDURING FREEDOM, IRAQI FREEDOM, and JOINT TASK FORCE HORN OF AFRICA, he facilitated the issue of 49 million gallons of aviation fuel that supported over 2,000 combat sorties. Staff Sergeant Fernando S. Costas distinguished himself by outstanding achievement as Fuels Operation Section Chief, 121st Logistics Readiness Squadron, 121st Air Refueling Wing, Rickenbacker International Airport from XXXXXXXX to XXXXXXXX. During this period, Sergeant Costas supported the complete restructuring of the Fuels Management Flight to align with Air Force Instruction 23-201 and prepare for the upcoming Logistics Compliance Assessment Program and Air Mobility Command Compliance Inspections. The long hours of research and preparation paired with the exceptional abilities of Sergeant Costas yielded the grade of excellent for the flight in both inspections while simultaneously supporting an aggressive home station ops tempo of over 1,300 mobile refuelings and moving over 6 million gallons of jet fuel. The distinctive accomplishments of Sergeant Costas reflect credit upon himself and the United States Air Force.




Airman First Class Jason D. Lark distinguished himself by meritorious service as Fuel Laboratory Technician, 28th Logistics Readiness Squadron, Ellsworth Air Force Base, South Dakota. During this period, Airman Lark's dedication to duty led to the safe delivery of two million gallons of aviation fuel and zero aircraft launch delays. Additionally, his efforts ensured a staggering 10 minute response time which consistently exceeded the Air Combat Command standard by 67 percent and earned him the "Pumper of the Month" award an unprecedented five times. Finally, while deployed to Manas Air Base, Kyrgyzstan, Airman Lark demonstrated unparalleled professionalism and vigiliance while providing security and observation of Third Country Nationals and ensuring the completion of a 730,000 dollar Fire Department and the construction of a new 715,000 dollar airfield fence. The distinctive accomplishments of Airman Lark reflect credit upon himself and the United States Air Force.




Staff Sergeant William H. Bustillo distinguished himself by meritorious service while serving as Fuels Management Specialist, 627th Logistics Readiness Squadron, 627th Air Base Group, Joint Base Lewis McChord, McChord, Washington. During this period, Sergeant Bustillo issued more than five million gallons of JP-8 jet fuel to more than 750 home station and transient aircraft while maintaining an average nine minute response time. Additionaly, his keen mechanical abilities led to the rebuilding of eight single point refueling nozzles, saving the Air Force fourteen thousand dollars in replacement costs. Sergeant Bustillo's natural leadership abilities led to the fabrication and installation of 20 danger signs at seven POL facilities which was instrumental to the flight winning the William N. Penton Award for 2005 and 2007 as the best Fuels flight in Air Mobility Command and the 62d Logistics Readiness Squadron winning the Warren E. Carter Supply Effectiveness Award for 2007. Furthermore, Sergeant Bustillo's attention to detail enabled him to perform a flawless reconciliation of a nine million gallon fuels account, processing two thousand transactions for an impeccable end of year closeout for fiscal year 2009. The distinctive accomplishments of Sergeant Bustillo reflect credit upon himself, the 627th Logistics Readiness Squadron, and the United States Air Force.




Senior Airman Bryan J. Jackson distinguished himself by outstanding achievement while serving as Fuels Laboratory Technician, 23rd Logistics Readiness Squadron, 23rd Wing, Moody Air Force Base, Georgia. During this period, Airman Jackson provided over 2,240,000 gallons of JP8 with an average response time of eight minutes to 2,445 aircraft, contributing to him earning "Top Pumper of the Year" in 2010. In addition, he completed Aerial Bulk Fuel Delivery System school with an unprecedented 98 percent final grade. As a Fuels Laboratory Technician, Airman Jackson sampled over 65,000 gallons of fuel, tracked calibration and repairs for 39 equipment items, and responded to a pipeline leak which identified six contaminated R-11s totaling 36,000 gallons of JP-8 securing 1.3 billion dollars in mission critical assets. Further, Airman Jackson deployed to Joint Base Balad, Iraq where he supplied 1,000 gallons of AVGAS to the Predators which was the DoD's largest UAV mission. The distinctive accomplishments of Airman Jackson reflect credit upon himself, the 23rd Logistics Readiness Squadron and the United States Air Force.
