Senior Airman Terrence D. Fleming distinguished himself by meritorious service while serving as GeoBase Technician, 86th Civil Engineer Squadron, 86th Civil Engineer Group (CEG), 86th Airlift Wing, Ramstein Air Base, Germany. During this period, Airman Fleming exhibited outstanding professional skill and leadership by collecting over one thousand data points on Ramstein Air Base in support of the 7.6 million dollar housing renovation project, resulting in maps that improved first reponder time and increased the protection of all families living in base housing. In addition, he prepared construction plans for a 100,000 dollar SIPRNET installation project that dramatically enhanced communication capabilities for over one hundred 86th CEG personnel. Further, he saved 120,000 dollars in contract costs by accurately identifying over 85 percent of the water lines on Ramstein Air Base on a water quadrant map, providing vital support to the maintenance operations of the 786th CES utility shop. The distinctive accomplishments of Senior Airman Fleming reflect credit upon himself, the 86th Civil Engineer Squadron and the United States Air Force.







Technical Sergeant Michael W. Harper distinguished himself by meritorious service while serving as Assistant NCOIC, 5th Civil Engineer Squadron, 5th Mission Support Group, Minot Air Force Base, North Dakota. During this period, the professional skill, leadership, and ceaseless efforts of Sergeant Harper contributed to the effectiveness and success of Technical Support, authenticating over 58,000 files to establish Minot's first ever electronic as-built database, reducing customer service inquiries by over fifty percent. Additionally, he guided U.S. Geological Survey teams to verify that Minot's runway met the Federal Aviation Administration standard. Further, Sergeant Harper deployed as a GeoBase technician and designed a 400 million dollar compound with upgraded security features to mitigate vulnerabilities by 90 percent in a high threat area. He led and coordinated multiple airfield survey teams, establishing preliminary designs of a three phase 140 million dollar airfield repair project. Finally, he expertly handled the production of maps, surveys, and volunteer work to aid Airmen and the city of Minot during the Souris River flood of 2011. The distinctive accomplishments of Sergeant Harper reflect great credit upon himself, the 5th Civil Engineer Squadron and the United States Air Force.
