Master Sergeant Wayne R Maley distinguished himself by meritorious service while serving as Information Security Manager, Operations Section, 149th Combat Communications Squadron, 162nd Combat Communications Group, North Highlands Air National Guard Station, Califorina, from 24 April 1983 to 11 September 2013. During this period, Sergeant Maley served as Communications Security (COMSEC) Manager and Information Assurance Manager for the squadron while deployed and at home station. As a Communications Specialist, he deployed as a team member in support of REFORGER exercises, Italy and Norway, in 1985, 1988 and 1990. He supported Team Spirit exercises in South Korea in 1986 and 1993 and Cobra Gold, Thailand in 1994. In addition, he supported Nuevo Horizontes, Honduras in 1995 and Nuevo Fuentes, Panama in 1997. These exercises provided secure worldwide communications for U.S. personnel and NATO allies. As the NCOIC of Ground Radio Operations, he and his team of volunteers deployed to the California wildfires, providing High Frequency (HF) voice communications for the incident Commanders in 1987, 1992 and 2005. He deployed as a radio operator for several U.S. Army exercises, Patriot missile defense, Roving Sands in 1989 and 1993 and a mass casualty exercise Wild Boar in 2002, In 1992 he volunteered as team chief for the deployment of four MRC-144, GRC-206 HF radio vehicles and teams deployed to hurricane INIKI in Kauai, providing emergency communications for the island's government and emergency services as well as follow on deployments for hurricane watch in 1993 and Makini Pahili, emergency services exercise in 2005. Sergeant Maley also volunteered several times during Northern California floods, helping residents evacuate to safe havens and also driving local police through flood waters to protect their homes and belongings. He was involved with counter-drug operations on two occasions during the 80s and 90s. Sergeant Maley was responsible for the activation of the California emergency HF net during several earthquakes and riots, providing JFHQ with communications continuity with Southern California units. Sergeant Maley also trained as a Combat Arms instructor and was responsible for training and scheduling the members of the 149th on M-16 and M-9 weapons qualification. While Network Operations NCOIC, he ensured quality training for his communications operations work center by supervising the development and implementation of their master training plan. He accounted for and integrated theater deployable communications (TDC) equipment into his work center and throughout the base. He deployed in support of Operations Joint Guardian, Prince Sultan AB, Saudi Arabia. Operation Noble Anvil, Al Dahfra AB, United Arab Emirates (UAE). While deployed to Saudi Arabia, he handled telephone service relocation from Eskan Village to Prince Sultan Air Base as well as extending tactical lines throughout the base. As the Team Chief for the TCC-39 Switch UAE, he and his team provided secure voice communications for the warfighters and inventoried and accounted for communications equipment deployed to that base since the build-up while packing up the switch for re-deployment back to the states. He was instrumental in the success of many Operational Readiness Inspections (ORIs) and recognized as a member of the Superior Performer Team. Throughout this period, Sergeant Maley epitomized the volunteer spirit of the Air National Guard. He has consistently provided the highest levels of service, devotion and sacrifice to his country in keeping with the tradition of the Air National Guard. The distinctive accomplishments of Sergeant Maley reflect credit upon himself, the 149th Combat Communications Squadron and the United States Air Force.
