Captain John M. Franklin distinguished himself by meritorious service while serving as Scientist and Engineer Career Development Manager, Engineering and Technical Management Directorate, Oklahoma City Air Logisitics Center, Tinker Air Force Base, Oklahoma. During this period, the professional skill, leadership, and ceaseless efforts of Captain Franklin contributed to the effectiveness and success of Oklahoma City Air Logistics Center science and engineering management operations. Captain Franklin directed professional engineering and acquisition development activities for 1,300 Center scientists and engineers and was the architect of a highly successful Memorandum of Agreement enabling 18 key officer rotations across four wings and two major air commands to enhance Center engineering capabilities and individual development. Additionally, he orchestrated a challenging Center-wide scientist and engineer Acquisition Professional Development Program review, adding 275 certifications to the depot and improving science and engineering weapon system support to the war-fighter at forward operating bases. Moreover, he coached seven diverse science and engineering communities into a focused recruiting execution roadmap, improving scientist and engineer accessions through a 40 percent increase in recruiting events in nine states. Lastly, Captain Franklin masterfully prepared 60 personnel for an Inspector General deployment readiness inspection resulting in zero discrepancies and continued support for Center-wide engineering deployment commitments. The distinctive accomplishments of Captain Franklin reflect credit upon himself, the Oklahoma City Air Logisitics Center and the United States Air Force.
