Career Field Manager (CFM)
Lieutenant Colonel Herbert R. Shoemacher distinguished himself in the performance of outstanding service to the United States as Individual Mobilization Augmentee to Career Field Manager (CFM), Headquarters Air Force Reserve Command, Surgeon General's Directorate, Robins Air Force Base Georgia from 13 June 2011 to 30 August 2013. During this period, the outstanding professional skills, leadership, and ceaseless efforts of Lieutenant Colonel Shoemacher resulted in major contributions to the organization and professionalism of the Air Force Reserve Medical Service Corps (MSC). He created, administered and maintained the framework for an on-line MSC Community of Practice portal with over 300 registered Reserve members. He worked closely with the CFM and Senior MSC Council to champion the AFRC MSC strategic planning goal of "Nurturing Core Competencies" and provided direct liaison to the MSC Health Services Administration Schoolhouse to develop the Reserve component educational curriculum. In addition, Lieutenant Colonel Shoemacher was selected as the lead Project Manager for the Senior MSC Team Seminar, which resulted in a benchmark professional development course that included over 80 Reserve component attendees and the MSC Core Chief. The singularly distinctive accomplishments of Lieutenant Colonel Shoemacher reflect great credit upon himself, his unit, and the United States Air Force.
Force Support Functional Area Manager
Master Sergeant Argaitha D. Mabry distinguished herself by meritorious service while serving as Force Support Functional Area Manager, Expeditionary Support Directorate, Headquarters, Air Force Installation and Mission Support Center, Joint Base San Antonio, Texas. During this period, Sergeant Mabry's superior leadership and expertise were vital to the Directorate's support mission, directly impacting 3,500 Service's career field personnel. She provided key Global Force management risk analysis and shortfall mitigation alignment for a portfolio of nine Major Commands, two Direct Reporting Units, and 77 squadrons across the Air Force. Sergeant Mabry's vast knowledge lead to her being selected to lead the services career field manager's readiness briefing, where she identified critical deployment issues across the A1 enterprise. As a Major Command Functional Manager, she prioritized manning and force development and oversaw the technical school training program, allocating 48 graduates to their first duty station. Additionally, Sergeant Mabry validated manpower change requests, training allocations, and posturing recommendations, while overseeing 624 Unit Type Codes, enabling the fulfillment of more than 1,000 deployment requirements in support of combatant commander priorities. Furthermore, Sergeant Mabry identified and corrected 802nd Force Support Squadron's three year defense readiness reporting system error. The distinctive accomplishments of Master Sergeant Mabry reflect credit upon herself and the United States Air Force.
Training Superintendent
Senior Master Sergeant Luis A. Serrano distinguished himself by meritorious service while serving as Training Superintendent, (A7) Rear Mission Support Element, Headquarters, Ninth Air Force, Shaw Air Force Base, South Carolina. During this period, Sergeant Serrano oversaw the Rear Mission Support Element deployment plans, reviewed line remarks, and validated training allocations for personnel tasked to fulfil a Combined Joint Tasked Force deployment. In addition, he managed a real world Personnel Deployment Function, processing four chalks with 340 combat ready personnel in nine hours. His efforts were pivotal in providing agile support to suppress the Islamic State of Iraq. Additionally, as the 20th Force Support Squadron Superintendent, he led the Installation Personnel Readiness Section to 99.3 percent Air Expeditionary Force association rating, receiving the Air Combat Command Operations Program of the Year 2016. Furthermore, he served as the 3F0 base Career Field Manager responsible for the oversight, training, and manning requirements for 17 squadrons in support of the largest F-16 Combat Air Force wing. Under his leadership, the 20th Force Support Squadron earned the prestigious Gerrit D. Foster Award for Year 2016. Finally, Sergeant Serrano served two deployments as the Chief for Personnel Contingency Operations in Kandahar Air Base 2017 and Al Udeid Air Base, 2018. The distinctive accomplishments of Senior Master Sergeant Serrano reflect great credit upon himself, Ninth Air Force, and the United States Air Force.
