Force Development Citations


Master Sergeant Lynn M. Dylan distinguished herself while serving as Force Development Section Chief, 81st Training Support Squadron, 81st Training Group, 81st Training Wing, Keesler Air Force Base, Mississippi. During this period, Sergeant Dylan's innovative leadership built and refined training for the personnel, administration, and education and training career fields. She established Job Qualification Standards (JQS) for three Air Force specialties, synchronizing critical training elements for Airmen throughout the personnel enterprise. She collaborated with subject matter experts across nine major commands, ensuring relevant and long overdue training for 10,000 Airmen. Additionally, Sergeant Dylan led two Specialty Training Requirement Teams, generating 494 training standards and driving developmental training standardization for 20,000 technicians. Furthermore, she engaged in 32 professional development sessions across the Wing and globally via virtual platforms, reaching over 5,000 personnel. Finally, her efforts were key to her squadron's recognition as Air Education and Training Command's Training Support Squadron of the Year in 2023. Lieutenant Colonel Merita D. Ocampo distinguished herself in the performance of outstanding service to the United States as Chief, Medical Force Development Branch, Directorate of Medical Services and Training, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas. During this period, Lieutenant Colonel Ocampo coordinated and executed actions on policies for one hundred and sixty courses and analyzed and cut Temporary Duty to School relocation obstacles, ensuring Air Force needs were met. Her leadership was key to the success of the Base Realignment and Closure and opening of the tri-service Medical Education and Training Campus, a billion dollar initiative. Making the concept a reality, the Mental Health Nursing Course and a one year Nurse Residency Program were brought on-line two years ahead of schedule. Moreover, she revised the Nurse Transition Program, condensed 11 sites into four Centers of Excellence, and opened the Tampa, Florida site, enhancing currency and competency with two hundred new accessions a year on-line with the Air Force Surgeon General. Further, she drove an Air Force Instruction revision making Temporary Duty-to-School funding available for ten thousand Unified and Joint Service personal for attendance at formal education courses, resolving a longstanding funding issue for personnel assigned to joint commands. The singularly distinctive accomplishments of Lieutenant Colonel Ocampo reflect great credit upon herself and the United States Air Force.




Senior Master Sergeant Brian Thompson distinguished himself by outstanding achievement while assigned to the Force Development Branch, Air National Guard Readiness Center, Joint Base Andrews, Maryland. Sergeant Thompson's outstanding professional skill, dedication, knowledge, ceaseless effort and leadership aided immeasurably in identifying mission critical formal training courses and opportunities not being utilized by other MAJCOMS. He reviewed over one thousand school allocations to acquire available quotas and seized the opportunity to garner those quotas for the Air National Guard. His actions virtually eliminated wasted class space and reduced the waiting time for Air National Guard members to attend mission critical classes to maintain mission readiness. The distinctive accomplishments of Sergeant Thompson reflect great credit upon himself and the United States Air Force.
